Run Command and Non-exectuable Files

I'm not sure about this one but here it goes:

When I use the Run command to open, for instance, a txt file, my AV software shows a pop-up saying that the txt file is running in the sandbox. This should only happen with executables, so I suspect that if code attaches itself to that txt file, the code might actually execute if I open the file using the Run command. Normally, when I double click on a txt file, notepad executes and whatever code may be attached to the file doesn't run.

Of course, sandbox mode doesn't launch when I double click on non-executables since the file itself isn't executed, only the program that is used to open that file runs, and my AV recognizes the executable (e.g. notepad.exe).

It seems impossible to execute a txt file, so is my AV software losing it?
