Another cruder option would be to use Winamp's global hotkeys. Enable them and set them to something that would be awkward for humans, and then simply remap the buttons to those hotkeys. The hotkeys wouldn't have any effect if Winamp was closed, but you'd still have to deal with passing the buttons...
