The description is self-explanatory if you read it carefully (didn't get it the first time myself). More info at:

In maybe clearer words, whatever commands you can access normally with the right-click/appskey context menu in explorer, you can also from the command line console.

Example taken from the site:
runmenu /verb:properties a.exe
to view a.exe properties from the dos prompt
