Try using something like TeamViewer (or LogMeIn) and access your home computer to do whatever you want remotely.
It's not ideal, but it works (I work for a School District and employees get blocked just like everyone else).

I don't know anything about WinRemote, but probably;
Of the same ilk as WebEx, GoToMyPC or PCAnywhere.

The links are rather cryptic, sorry...
TeamViewer can be found at www.TeamViewer.com and LogMeIn can be found at www.LogMeIn.com :D

I prefer TeamViewer because it has a portable version (both U3 and non-U3) and even a "you-can't-get-any-simpler-than-this, single-file, absolutely-no-installation-required-whatsoever, just-download-and-double-click" version (nice if you need to support someone else's machine and they're not smart enough to perform simple tasks like installing something). It allows file transfers and even has VPN capabilities. All this is free for non-commercial use (some features only available when you use the full-install version, which I would assume you'd want to do on your own personal PC... still free).

LogMeIn is free as well, but some of TeamViewer's features are only available elsewhere as paid upgrades. LogMeIn requires a somewhat bloated installation on the PC to be controlled. Further, I have run in to some issues where the connection to LogMeIn doesn't "stick" because of what I assume are firewall-related issues, which makes it of little use, for example, when I am at work. LogMeIn's one redeeming quality is that the remote control is entirely web-based on the controlling end, so you don't even need to pack around a flash drive to use it.

Not that I'm aware of, but I don't experience much of a lag under my circumstances.

Just to let you know, this will most likely get you banned from the Internet at your school.

Account won't neccesarily matter, a simple instance of wireshark would sniff the traffic once they see it and they coudl pinpoint the terminal and the time that it was being used to access non school related data. If they pick up on it and sniff while you are sitting there you just got nailed. Those apps make plenty of noise sometimes too, don't know if you could tunnel traffic more discretely but I would try that in leu of using some psuedo commercial app that "beats" the filter.

I can't speak for all districts, but mine has entirely more / better things to do than dig that deep;
If someone was running a kiddie porn site or something awful like that, it would be different.
