AviScreen Pro is dated 2007 and costs $19.
They provide a freeware version (dated 2005) but I don't know if it has this follow the cursor feature.
Nothing wrong with the above, I just provide information not immediately available on the linked page...

I can only find a link to AviScreenpro.zip on their website
