It probably means that COBOL is like FORTAN in that the language is well suited to do lots of mathematical operation in a simple way.

Don't forget the Cobol is one of the oldest existing language (still in use).
I can be wrong, but I believe there is nearly no new project started in Cobol, today. But there are still LOT of existing projects based on Cobol, still running, so needing maintenance.
Hence the frenzy of Cobol programmer recruitment at the turn of the century, to update date management (the infamous 2k bug) in these legacy systems and also to handle € (euro) currency.

This "Cobol programmer recruitment" is also given by the necessity of people who know how to use Cobol for applications that can't be stopped, like the ones used by banks.
