I think this has a slightly greater chance of being solved if we could figure out which parameters need to be called, such as

a) Libraries to be loaded into memory to get this to work
d) Which DLL calls effectuate proper use of libraries

Finally, the makeup of the programs should be considered, but basic tests to get a HELLO WORLD up and running might suffice :)
