Rajat has released SmartGUI Creator, an entirely visual layout editor. It will automatically generate a working prototype GUI script according to your specifications.

Since decompiling results in the loss of all script comments, it's only intended for emergencies. Because of how rare it's needed, it seems best not to mention it prominently.

You might have to refresh the page in your browser. One of the first things I check after updating the site is whether the download links are correct, and I just double-checked again now.
