AviScreen Pro is dated 2007 and costs $19.
They provide a freeware version (dated 2005) but I don't know if it has this follow the cursor feature.

Lot of Gif files are not animated. Although their interest, beside being available, is near null...
As said, there isn't much you need to know to make animated Gifs, you just make a bunch of images ... |
