program doesnt work with 9Dragons game in Windowed mode. It makes the window active, but never sends the commands to the game( from what I can tell ).

Regarding your game problem see the FAQ: Why do Hotstrings, Send, and Click have no effect in certain games?

I believe that GameGaurd is preventing the keystrokes from ever reaching the game. Ive tried every trick I know to macro that game to no avail. If you get it to work, please post your code!!!
