hello
I have a usb portable drive connected to my pc and as its on stand-by, it keeps spinning
is it possible to make a hotkey that will make it stop and start when I need it?

it is a difficult question. It will take one of the experts to find a relevant function in MSDN and work out the parameters. Also, you have shown no effort. You may get 1000 views with no result this way.
