How could I make my comp shutdun or sleep after a preset time?

Right click on desktop >> Click "Properties"

(or go to the Control Panel and select "Display Properties)

I'm sure you're at least somewhat familiar with this if you've ever changed your wallpaper or your screensaver. Go to the "Screen Saver" tab, and near the bottom you'll see a button marked "Power...". Click on this.

The resulting dialog should be what you're looking for.

And in case you need to do something custom when the user has been idle for a certain amount of time, see A_TimeIdle.
