This is not quite true. If IE is using an automatic configuration script instead of having a specific proxy configured then UrlDownloadToFile does not work. Perhaps this could also be mentioned in the docs.

I hope this qualifies as a "problem". Smile

Well I think that UrlDownloadToFile is the function that needs the most work.
