Scan Code to Virtual Key code: why?

As a new comer to scripting and autohotkey I am learning much. Having realized the usefulness of hotkeys one question has arisen in my mind: what is the reason for the OS having both scan code and virtual key information? As far as I understand the scan code is unique and standardized so why can't the OS omit the scan code to virtual key mapping and just go straight to character mapping from scan code?
