You defined it superb, no words 
As I already said, no general solution. Each background type would need its own method. Control can be checked for existance and positon, Picture can be searched and compared, clicks on browser are far more difficult. Custom backgrounds can be seen as pictures - for instance you can automate Remote Desktop or game using pixel search or picture compare. Some more info about background would be helpfull.
