ln - command line hardlinks and symbolic links

ln has several modes for creating hardlinks, symbolic links, and junctions.

If you're on Vista or later, you could just use the built-in mklink...

Absolutely, although I think if you read through the description of ln's capabilities you'll find that it's much more flexible than Mklink.
