No, sorry, that's not it. I just tried it
again with my 'new user' account
greg_test on Edge. I logged in, and immediately clicked 'New topic' in 'Ask for Help (v2)' and then this appeared before I did anything else - I never even pressed 'Submit' and no 'period of time' passed:

I tried it again in 'Scripts and Functions (v2)', 'Tutorials (v2)', 'Forum Issues' and 'Ich brauche Hilfe'. Same result. I get this error message
before I submit or do anything else - immediately when the form opens - after I press 'New topic', the form already opens with this error message. There seems to be no way to get around this. This confirms my previous tests.
If this is a timing/timeout thing, it clearly doesn't work as intended - it seems to be broken for a large subset of users. But if I write something, and press 'Submit', it works anyway. So it's not a
huge problem.
That said, I never see this message with my actual account (not new user obviously), only with the low post account. I can understand that this is irritating for new forum users - it has also irritated me before, when I used my new user account for various tests.
I'd recommend to test this with a 'new user' low-post account, beause afaics this will make a difference; with a regular account, this can't be reproduced, afaik.
