Do you think it's some bug, or do those "rebels" make it on purpose?
No, I don't think so. The ones I have seen were mainly new users (or rather unexperienced users) with a legit request - the forum team usually fixes these topics as soon as they are discovered.
It is possible that the old version of the forum software prevented from posting without a topic name, but I am not sure.

AFAIK, I never saw this happen until the last one or two months.
Perhaps it was prevented before, but now it isn't prevented.
