Net neutrality is a minimum... Problem is always money, why we still use mp3 or mp4 or aac, why we still use tcp and http, old and BETTER alternatives already exist and to secure is impossible (just more long or hard hack)... Every body can build his own protocol (but will depends of ISP and router too, of course)...
Even wikipedia is not shared with a p2p system, and don't use open media format... We always use a server system, better control, less security, more owner, less privacy, BUT less trafic, etc... (depends of point of view)
When they find a critical bug, big companies start to cry, they can easly give their best employee every years to fix all open source technology that they use, why they don't that ? (prevent cost less than repair)...
The old questions of who gains, who make trends, who follow, who want to fight...
Also USA have half IPv4 address and control ICANN, IPv6 is extremly delayed by lobbies (and cost money)... So if you really want to change everything, good luck, we will saw you dead with a rope around your neck before that happen ! Currently and how internet is build, net neutrality or not, it is just a trap, so please lets a tiny shop have same right than a major compagny, freedom with buisness !
ISP look like a farmer who don't understand why his apples are sold 10 time more at the market... why for example comcast don't buy some share or part of google, if they really want a part of the cake... They aren't idiot, that just hide a possible dictator tool, and futur pressure, and a cartel system...
blablabla... too much to say on this subject...
