Only problem I see with Discourse is that we likely will want to self install and manage. But I'm not sure anyone here has experience with Ruby/Rails...

I nominate Discourse. IMO it provides the best UI/UX of modern forum software, and is prevalent among popular technologies (Rust, Docker, Atom, Sublime Text, & many others).

Additionally, Markdown provides a much more fluid writing experience than BBCode, and it's pretty much a standard among developers (see: README.md @ GitHub).

New user registration has been disabled until a proper captcha has been put in place.
It also seems that posts that still need approval generate notifications and users that still need approval can send PMs.
Upon checking the php BB settings There is no simple way to disable either of them.

It might be time to switch to another forum software.
