How to tell AHK_L v1.1.22.07 unicode to work with UTF8 and not CP1250?

If I save this code:
http://p.ahkscript.org/?p=98a90e53
to CP1250 it displays correct characters. But if I save it as UTF8 which is my default charset for documents, it does not display correct characters. How to say to AHK that the data in clipboard are UTF8, not CP1250?

I will prefer different way to do it, without creating windows. I want to draw directly to client area of window. But I did not find a time and favour to do it yet. I will need to do a bit extended solution because I want to mark more areas in map/image, not just one area.

Do you have experience how to save bitmap to file? Is it possible to do it with image.save()? I have bitmap in memory and would like to save it with image::save, but I cannot find how to do it. I found that this function is not what I should use. It uses .net framework as it is managed C++.

I tried this:

ColorMatrix matrix;
	result = Gdiplus::ImageAttributes::SetColorMatrix(matrix, ColorMatrixFlagsDefault);
And I got error
error C2352: 'Gdiplus::ImageAttributes::SetColorMatrix' : illegal call of non-static member function

Do you know how to fix it?
