I just grabbed your code and added it to a blank ahk file; running it by itself, the code works as you explained.

Do you have any other codes that could be conflicting?

thanks gregster, you were correct; definitely down to user access levels. I would look further into UAC, but the direction that the I.T. department are taking is to move away from Citrix altogether, so this may not be an issue in the near future.
