Wild guess: If it was a program downloaded from internet, you will have to "unblock" it by selecting right-click>properties from explorer context menu.

However, like Sidola above, this didn't actually restart the Explorer shell but simply opened an Explorer window. Yes! Even with system menu ( right click on titlebar ).
However, it doesn't work with Traymenu attached to Trayicon, but can be worked around.
