How to load mingw version DLL?

I found a libbrotlidec.dll to decode the br data, can view it normally by "DLL Export Viewer".

But it can't be used normally, "LoadLibrary" returns 0.

How can I load it normally?

I switched from Win32w_MT to Win32w. Strangely, the low random error disappeared.
The test script restarts the test for a long time and is still normal.
This is really strange.
