OK are we talking about an shoutbox for each topic or one that is global for the full section?
[2] "Keeping the topics clean" is not necessarily good, because many important/relevant/common questions could be asked on the shoutbox and we wouln't be able to index it - making search useless.
That's why you make an Documentation with an FAQ part.
And as far as i can see people post the same questions even though the same question was posted exactly 1 Post above.

A shoutbox could be fun, but I think it's useless to use because we already have 2 kind of communication medias. The IRC and the Forum itself.
Although the IRC logs are saved automatically, your IRC client has to be connected 24/7 to the internet. And even though you have the copy of the logs, it's troublesome to search over them all for a specific answer/question.
I can't see any benefit from a shoutbox, else than posting off topic chit-chats :)

I have modified the code so that all avatars more than 80 wide will be shrunk to 80 and preserve aspect ratio
We are troubled on every side‚ yet not distressed; we are perplexed‚
but not in despair; Persecuted‚ but not forsaken; cast down‚ but not destroyed;
