I couldn't get it to compile with VS2015 CE, but I did get the older code from here to compile, so here it is with required copyright notice included. Hope I can get the newer version to compile sooner or later ...

thanks! I've made many icons for people and it's annoying loading in GIMP and creating a bunch of layers, resizing each, puting each in proper order.
always been to lazy to find a simpler way. this helps a lot!
