AFAIK, I never saw this happen until the last one or two months.
Perhaps it was prevented before, but now it isn't prevented.

No, I don't think so. The ones I have seen were mainly new users (or rather unexperienced users) with a legit request - the forum team usually fixes these topics as soon as they are discovered.Do you think it's some bug, or do those "rebels" make it on purpose?
It is possible that the old version of the forum software prevented from posting without a topic name, but I am not sure.
