I'm looking for such feature as Desktop software or script.
Do you think it can be done? Toggle Cursor/Hand for scrolling?

It can be done, but I don't understand your needed implementation. How would you use it?

Yeah, when you say desktop software, do you mean to work on any software? It would really have to be implemented for a specific application. I would think it would be quite difficult, if not impossible, to make it work generically on any window.

Solution:
Think about it like you dragging the Side scroll bar.
Instead of going with the cursor to the side of the window and drag the scroll bar upside/downside,
We can press a Hotkey (Ctrl+Alt+H), and then the cursor will be changed to HandTool cursor.
When clicking and dragging, inside the window, Movement of the cursor inside of the window, simulate dragging of the side scroll bar.

It's need some experiece to see if it needs some improvments.
I attached HandTool curosrs (The Yellow is better from my experience).
