Replaced HotClass with CHotkeyControl in the Hotkeys section (CHotkeyControl is in a more finished state)

Added a Joystick section with CvJoyInterface and Lexikos' XInput library.

Organizatorial question: Is there an official way to ask for changes/additions on this list? Or should this list simply be modified/expanded by anybody?

There are a couple of - in my eyes - great libs which might be added - for example:
* LV_Colors by JustMe
* DockA by majkinetor/jballi
* and many more!

No need for any special discussion about adding items. If you like some libs, resources etc and you think that they can be useful for others too it will be nice if you add them :) Discussions needed only for major structural changes and etc.
All changes have to be according to the rules that are at "CONTRIBUTING.md".

DRAKON Editor is not quick tool. It is more like visual editor. I think it is better to move it in Editors section.

whoops. pebkac. they are in "editors". I was thinking "editors" was text editors, like np++/sublime. not gui/script building things. like GUI Creator is under Quick Tools, not Editors. yet autogui and buildeer are similar products, but under editor (autogui is 50/50 editor/gui builder. buildeer is 0% editor. it's a code generator)
