Looks like SciTE4AHK with a dark theme.

A Scite4AHK theme can have any combination of colors you like.

There are a number of dark themes available of which only some are included with the original installation. I know, I had at least 5 different dark ones over the years. Of course, you could also edit them yourself - so it's possible that this is a customized one. I have changed one or two things myself in my current one.

There is for example this topic with a couple of themes, and some information how to edit... viewtopic.php?f=61&t=69

Since our admin joedf ported that theme to Scite4AHK and other editors, and probably also chose/made that photo for the frontpage, that's likeky it.
