SciTE4AutoHotkey - No settings in Tools menu

Hallo
I installed SciTE4AutoHotkey 3.1.0 some days ago and from the beginning I had problems with the settings.
I switched to dark theme but when I opened Scite directly from Explorer (not in the Startmenu of Windows) I had light menu and different settings.
But now I dont get dark menu anymore at all, and furthermore, I even dont get the Settings entry in Tools menu, see attached screenshot:

I placed Scite4AHK Portable in the AutoHotkey folder as needed but no settings.

What am I doing wrong?

I wont to have dark theme in Scite as any user I am opening it.

EDIT 2022-10-18: I guess, as nobody answers, this is some homemade issue
Why did it work in the first place? Why is the portable not a really portable (with exact same behaviour when the folder is deleted and copied back from zip)?

Now I know!
It is because I have opened it always "As Administrator". If I run it normally it works
I unninstalled Scite4AHK and Scite and installed it again and the Settings menu was back.
Then I noticed that it is again missing when opening in context "Edit Script" in my total commander which I ran as Admin.
Must be the settings (properties) file somewhere, I guess.
