Can I permanently take off the fold margin?

I did not read of any property to do this.
You can add this line to your SciTEUser.properties file or an individual Style: line.margin.visible=0 Then save the file and restart the program.

Also, after re-reading your question, maybe you are looking for fold.margin.width=0.
