Trouble with Hiding Controls Toolbar

Hi, I'm currently having difficulty getting the controls toolbar to not pop-up when starting the program. I'm starting the program from a .bat file, but I don't currently have the -b flag enabled. I have disabled 'Display Controls Bar on startup' in Settings:General, and enabled 'Auto Hide Controls Toolbar' in Settings:Playback (though this does seem to be working as it should, I just want the Bar to be hidden before I even run the macro). I am not sure if this is a bug or if I am just overlooking a setting somewhere; any help would be much appreciated! Thank you!
