Encontrei um script do usuário Nextron que deve servir para o que você quer (com uma pequena modificação que já fiz pra você abaixo).
Segurando o botão esquerdo do mouse, o eixo-Y fica mais veloz (enquanto o X se mantém igual). Soltando o botão do mouse, ambos os eixos voltam à velocidade normal.
OBS: o código só funciona em versões 32bit do AutoHotkey (mas elas rodam em máquinas 64 bits sem problemas).
