I have modified my Windows 10 so that it does not run the Explorer.exe Shell by default, but instead runs Retrobat (game system), but the background remains black, I would like to know how I can create a GUI that remains as the wallpaper , but that it is always at the bottom, that it is not in front of any other screen.

I have tried several examples but they don't work, I can't always keep the window at the bottom.

The one titled Always On Bottom, 3rd link down for me, looks interesting. Has a couple of of admins going over some of the finer points...
