Simulate scroll wheel by shortcut + moving cursor left and right

Hello,

I would like to create a script that would simulate using a scroll wheel by moving the mouse cursor left and right.
So for example I while pressing 'A' moving cursor 50px left from initial position would send 1 tick of scroll wheel DOWN. (100px would send a second tick)
then If I moved cursor right 50px it would send 1 tick of scroll wheel UP etc.

Would that be possible to do? I would appreciate any help.
