Ctrl Alt Modifier does NOT work if the hotkey sends Delete
The following does NOT send {Del} to the Active Window.
^! (followed by any key I tried) ::Sendinput {Del}
For example...
^!Numpad4::Sendinput {Del}
or
^!z::Sendinput {Del}
Windows 10 appears to ignore the Key after ^! completely and executes ^!{Del} which brings up the "lock, switch users, signout, taskmanager screen"
Any solution would be appreciated.

This waits for you to release the Ctrl and Alt keys before sending Del so it avoids that problem:
