Moving a Gui Activex control?

Does anyone know how to put a png with transparency on top of an activex control (using html?) When I do so the active x control does not show.. I can only get the activex control to show if it is at the top of the Gui but I I want to be able to move a gui activex control under a transparent png. Thanks.
