I'm seeking a script; as I was informed this was possible using PowerToys for Windows, unfortunately this isn't true. Anyhow, what I'm seeking is a script that I can toggle the taskbar location & the Display Orientation with one keyboard short cut between two different taskbar locations and Display Orientations ?

Some display utilities from manufacturers (e.g., Nvidia) include keyboard shortcuts, so you might be able to use Send to send the shortcut to toggle the orientation. I have not tested it.
