Creating a floating toolbar in PowerPoint

Hi,

I have seen this amazing post:

I would love to have a toolbar like this floating over my ppt - but I have no clue about how to implement this, and the Internet did not really give me noob-friendly answers answers about how one might possible create such a thing.

Anyone of you who has a working example of something similar?
