Now i see that in this topic there is a window where you can enter a message and click @ on top of the post to mention the nickname of the user.
But in the topic "Ask for help" there is no such function http://prntscr.com/p6xehc

I think that reluct means that this button doesn't work in the 'Ask For Help' forum, where tank disabled the 'Quick Reply' box.
The quote button, on the other hand, opens the 'full editor'... but the mention button does not - it seems to do nothing.

When you click on it, nothing happens because there is no field for a message. As I showed in the screenshot.

Ahh I see okok, my bad
It's from js I wrote a while back. I would have to write some new function to support the "long" reply form.
In the meantime you can just type @usernamehere and it should auto expand for you.
