Delete? What's the context of your question?
TillaGoto is usually part of a Scintilla-based editor like Scite4AHK - so... close the corresponding editor.
Of course, you can close its process via the task manager (there is even a Close option in its icon's tray menu -> right-click on the TillaGoto icon), but I don't know which side-effects it could have if you have an editor open that currently uses it - that might depend on the specific editor. Most editors can probably live without that tool... but why?
