control + escape

I'm a bit perplexed by a phenomena in PMC that I hoped someone might have a clue about.

When I first bring up PMC and hit the play button, if the first command is "control + escape", PMC minimizes and then just exits. If I re-maximize PMC and hit play again, it works properly and brings up the start menu. This happens on Windows 7 and Windows 10. It happens no matter how I try to bring up the start menu (eg., LWin Down, LWin Up fails as well only on the first time).

Has anyone noticed this?
Any ideas?
