Is there a way to get a disabled menu item to be skipped when using the arrow keys?

I noticed that when using Menu's Disable that although the menu item is disabled, that it is still traversable using the arrow keys. Is this by design? Can I possibly get the menu item to be skipped like on VSCode and Visual Studio?
