[Q] clipboard monitor tool or script?

Is there any clipboard tool or script which monitor clipboard and trigger some action when special text copy in clipboard ?

For example
1. when I copy URL(ex: http://google.com/~~) from text.
2. Automatically launch URL in Chrome.

I don't know this question is proper to this bulletin. if not, I will move more proper place.
