when a window is frozen enough not to redraw, you can move a different window, or sometimes even just your mouse, over the frozen window, and it will leave behind what was previously displayed. I want to make a window like that that intentionally. Is this possible with AutoHotkey?

For this task You need learning for example gdi+.
